I just installed a Microsoft Wireless Multimedia Keyboard and Optical Mouse.
My computer no longer goes into screen saver or standby mode. It is 'fully'
on all the time. I checked the time delay settings for the screen saver and
standby modes and they are still properly set as before. It appears the
wireless signal is preventing the screen saver and standby functions from
operating.

Any Suggestions?

Hello , I read where wireless mouse are "noisy" . I have used Logitech ,
Microsoft and now using a Kensington wireless mouse because it is the largest
and fits my wide/square hand better . And it has an On/Off switch at the
bottom . Try : using the wireless keyboard with a wired mouse . If you learn
the wireless mouse is the cause of the screensaver issue ... try a wireless
mouse that has an On/Off switch . However ,
I believe there is a fix but I don't what that fix would be .
