Wireless connected but Internet Explorer doesn't work

My laptop is telling me my wireless is connected but internet explorer will
not come up. Someone told me I might have a virus that blocks IE. I have
AVG virus software, ran in twice and it didn't come up with any infections.
Not very computer proficient and unsure of what to do next...

Internet Explorer should come up regardless of the Internet connection.
