wiping previously used space so it cannot be recovered

How do I make sure that my system tracks cannot be
recovered after erase? Is there a program that will
delete all "deleted files, cookies and history?"

There are various tools out there, that will remove all
the old content from your system,

Symantec offer Norton CleanSweep as part of Norton System
Works 2004.

But there are plenty of utilities out there which will
accomplish the task:
