WinXP won't boot in safe mode, last known config

All of a sudden my neighbor's WinXP Pro won't boot in Safe Mode, Last Known Config, or Normal mode. When I try to reinstall WinXP, I get a blue screen and a REGISTRY_ERROR. How do I get around this and rebuild the machine?

Rich, thanks for your help. When I get to the Recovery Console, I select the only Installation available...I get a BLUE screen and the REGISTRY_ERROR message. How should I proceed?

Rich, am still trying to get XP installed. After using the boot floppy disks, I get the following error
:The following value in the >SIF file used by Setup is corrupted or missing: Value 0 on the line in section [SourceDiskFiles] with key "SP1.cab." Setup cannot continue

I think that means I am using the wrong Service Pack disks so I am creating a new set of floppies in hopes that they work. Does that sound like the right approach
