By GPO or registry.

In my organisation we force 'classic' logon and theme onto Windows XP by
Group Policy, and there is no fading effect.
Right-clicking My Computer on your desktop, finding your way through
Properties onto the Advanced tab, then to the Performance settings;
you'll find a tab called 'Visual Effects'.
I personaly normally disable everything there, as for example I have
absolutely no need for a shadow under my mouse cursor.
I have not checked if these visual effects are available in the policy
editor in my Server 2003 environment, and I do not know your server
environment.

I also force classic and I had disabled all the features of the visual
effects tab but I still have the fading effect at shutdown....

I also have a 2003 server environment.

Sorry for my poor english... I'm french canadian.

I'm using a remote software (dameware) on a slow connection and when the
fading start it took about 2-3 minutes to have the screen refresh.

Then issue a shutdown.exe in the run box instead.

shutdown -r for restart

shutdown -s for shutdown

In DameWare Mini Remote Control, go to View, Default Properties
Adjust the settings for Remote Options, Display Options, RDP to suit your
needs.
You may find however that DameWare, although a very nice program.. is
actually slower than Microsoft RDP.

Another option is UltraVNC which now has similar options in comparison to
DameWare Mini Remote Control.
