Winxp shut down

when I go to shut down computer the standby option dose
not respond
also when I am prompted to restart computer by
installation of program it
shuts down
I have to restart manually
If I select restart the computer shuts down also
this problem started after I format drive reinstalled
winxp
was working before
winxp home edition
