I had a HD crash and replaced the HDD. I had what I thought was a full backup
(using Win system backup util). When I resored from that source, I cannot get
old programs to run nor can I re-install some of my usual software like
Quickbooks. I have run all current patches, fixes etc.

Does anyone have any ideas where I go next? I am thinking the registry is
hosed somehow.

Try doing a Repair Install of Windows XP as per the instructions at
http://michaelstevenstech.com/XPrepairinstall.html

A Repair Install will preserve your installed applications, user data
files, and configuration settings. Windows Updates will have to be
reinstalled.

Good luck
