WinXP keeps rebooting!! I have video!!!

Well I posted on here two days ago and for some reason the post was taken
off. I have no clue why it was takin off at all but either way I am posting
this problem with this video.
Basically it acts like the windows Xp Service Pack 2 machine is going to
boot up but when you start to see the toolbar it just acts like it logs you
off and logs you back in and just keeps repeating this process. I have tried
booting up in different modes and does the same thing in every mode. I also
tried clicking "start > run" and then tried typing "shutdown -a" but couldnt
get it in in time to cacel the shutdown. Here is the video:

Well my friend (who is the one with theis probelm) just bought winXP and it
already has SP2 integrated on the disc with it. So I can really uninstall SP2
since it was never actually installed on the system (since it came with it).
So let me knwo if I still do this exact same thing. Then what if the problem
happens again?
