WinXP IE6 Error loading pages with apostrophe in URL

Hello all, I'm having issues pulling up a webpage that contains an
apostrophe in the URL (i.e
http://www.someaddress.com/dad's_page.html). I'm on WinXP, IE 6.0.2800
and I get the "Internet Explorer has encountered a problem and needs
to close .... click here for more info". More info contains the
following information:

AppName: iexplore.exe AppVer: 6.0.2800.1106 ModName: ongllqbz.dll
ModVer: 1.0.0.1 Offset: 0000fed7

I realize this is a malformed website address, but I have no issue
pulling the page (using presumably the same build of IE 6) on several
different Windows 2000 machines. I also cannot reproduce on a
different XP machine so the problem appears to be isolated to this one
box. I've scoured the newsgroups and can't seem to find a reasonable
solution for this issue.

Do I perhaps have a virus? Any help would be much appreciated!

"ongllqbz.dll" looks highly suspect! (random 8-letter names = Peper Trojan)

Run an online scan at one of the following:
Trend Micro HouseCall:

[or]
RAV AntiVirus Online Virus Scan
