WinXp cannot connect with Firewall on

I am running a Windows 2000 network with RRAS and IAS, if i turn off the
WinXP firewall on the workstation trying to connect I can connect to the
VPN, if I turn on the Firewall I cannot...? Any Ideas why this would happen?

The actual VPN encrypted data travels through the Internet as IP packets
with special headers. For PPTP this is GRE (IP protocol 47). If a firewall
anywhere in the path blocks GRE, the VPN connection fails.
