Basically, I have three siblings that aren't allowed to be on the computer
without permission. I know it may sound lame, but it has to be done, because
they always find ways to get viruses on the comp. Anyways, i put a password
protect upon return from screensaver, but is there a way they can get around
the password protect return?

How do i password protect programs such as internet explorer and instant
messaging programs?

basically i want to get the computer on a "lockdown" so to speak, because
it's really necessary...

i wonder if i can make this computer sort of like the computers at the
library, with only limited programs and options, and that people can't delete
the browsing history or go on certain websites.

because i tried rating websites and putting passwords, but theres ways to
get around that to

First, you need to find a group that covers your subjectmatter. This is a
C++ programming group.
