Have been receiving an error msg that this file is missing
from my computer on start up. What is it, what does it do
and how can I get it back?

I don't know what that is offhand - do you have good antivirus software that
you keep updated regularly, and have you tried running AdAware or Spybot to
see if you have any unwanted junk installed?
