winsock 2

i keep having msconfig loaded at start-up and in my
process list(as run once<not!>) and it starts every
single time i reboot i tried running msconfig removing it
then rebooting it and telling it not to start up and it
keeps coming back and it won't let me open
taskmanager,itself,or regedit any thoughts?
 
You are not being clear here. Remove the settings from here:
Start/Run/Regedit:

HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Run
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Run
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\RunOnce
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\RunOnce
