WINS Error

Does anyone know anything about these error messages? I am receiving this
message from my domain controllers.

System Log.
Event ID: 4294.
Event Time: 03/18/04 08:41:37
Error.
Event User: N/A.
Event Source: Wins.
Event Detail: The client application does not have the permissions
required to execute the function.

System Log.
Event ID: 4204.
Event Time: 03/18/04 10:09:55
Error.
Event User: N/A.
Event Source: Wins.
Event Detail: WINS could not read from the User Datagram Protocol (UDP)
socket.
 
The 4294 event may be caused if the WINS service is NOT set to use the
system account. Under Administrative Tools go to Services and then look at
the properties of the WINS service to verify.

Every time I've seen the 4204 event it was because of some network appliance
responding with an ICMP port unreachable every time WINS sent an IGMP
multicast. If you want you can always just stop WINS from sending the IGMP
multicast and that should stop the 4204's. See the following knowledge base
