Winlogon.exe Will Max out CPU !!

I have a computer running XP Pro, latest patches are applied.
-has AutoCad software loaded on it
-has Corel Draw loaded on it
-Microsoft Office Products
-WinZip, WS_FTP, and other basic software...

Winlogon.exe will Max out the CPU when it it booting onto the network, being
used normally in programs, while on internet, so... basically, it is at
random.

I have done many things to try and resolve this, but have come to no
solution. I have been on this forum and tried all of the things that have
been recommended here, been on google, searched, and tried many things other
tech sites recommend, still... no solution... :(

I have done the below: (and none of this has been successful)

-Run Ad-Aware Software
-Run Spybot Search and Destroy
-Run Disk Cleanup
-Run ATF Cleaner
-Run Disk Defragment
-Run tool from Symantec to check for TROJAN called Vundo
-Run McAfee Tool to check for TROJANS and rouge Processes
-Checked C: Drive for files that I came across on Microsoft's Website that
were known issues to chew up processor on winlogon.exe
(http://www.microsoft.com/windowsxp/expertzone/newsgroups/reader.mspx?
Subject is: Winlogon.exe chewing up CPU)
-Monitor the Processes running in Task Manager. Did not see any suspicious
processes running during my time logged on.
-Run Chkdsk /R from Command Prompt
-Replace Winlogon.exe with known good winlogon.exe
-Delete users Profile

Anymore suggestions, comments, would be welcome. I know most of you are
probably asking yourself "Why didn't I just reimage the PC?" Well that is
what I wanted to do long ago, but the user would rather complain about it
than let someone reimage it and reload all the software on it.
