What is the name of the Microsoft Diagnostic program that lets you review all
services, programs started from the registry, startup group etc and lets you
fine tune a computer that runs too slow?

You refer to MSCONFIG.. but if you are experiencing slow down, look to
spyware/scumware as the possible cause.. links to spyware removal progs..

To prevent unwanted progs from auto-starting, go to each prog that is doing
this and look for the option that stops the action.. msconfig is a
diagnostic too, not the fix..
