windowsroot\system32\hal.dll

I'm running an xp home sp2 .My problem is i can't start windows ,keep getting
this error: Windows could not start because the following file is missing or
corrupt.
Windows root\system32\hal.dll.
Please re-install a copy of the above file.
I've tried using the recovery consol..no luck.I can't start in safe
mode,command promt.Could anyone tell me how i go about re-installing a copy
of the above file?Nothing i've tried has worked.If anyone can tell me step by
step how to fix this i'd greatly appreciate it.Is there any software i can
put in my cd drive that can fix this prob.I'm thinking about a physical
aproach...my hammer...lol
