windowsexplorer doesn't display "web content" folders

I've the following problem: windows explorer no longer
displays the content of folders for wich "activate web
content" is selected. So, for example, I can't access
the "install application" tool under control panel. When I
try to display a "web" folder or to open the
install/unistall apllication tool I get the
error: "lybrary not registered" with the url of the .htt
template file and the line at which the error was
encountered, I've checked all these template files at the
indicated line and I've always found a "FileList.Folder"
call, so I suspect the error should have something to do
with this.
I've already tried "regsvr32 shell32.dll" but this don't
solved the issue.
I use windows 2000sp4 and all critical updates instlled.
