Can an XPpro update version be installed alone or only
after another version of win9x if having to do a disk
format?
 
XP Pro simply needs to "see" a previous version of Windows. So all you need
do is boot from the Win XP CD, and have your Win 98 CD ready to "show" it.

Can "only after another version of win9x". That is why it is cheaper.

You don't need to install Win9x first. At some point in the install
process, the upgrade version will ask for proof of a qualifying
product. At that point you can stick your Win9x CD in the drive, and
the XP install process will proceed.
