Windows XP won't shutdown

Wildexcel

When I shutdown Windows, it shuts down but a minute or 2 later, it
automatically restarts. It doesn't just restart, it waits a minute or two
then restarts. I have run every virus, spyware, adware and windows scanner
I have, with no luck. Any ideas would be appreciated.

I just checked, and no. It stays off when unplugged from network.. What
does this mean?

Are you working in an organisation where they apply network policies etc? Or
are you at home on a home based LAN?
