Windows XP won't shut down

I have Windows XP professional and it would not shut down
when I went to start/shut down. What would cause this?
 
Just to be sure: Control Panel - Power Options - Advanced Tab - Power
Buttons - Where it says: "When I press the power button on my computer",
Make sure "Shutdown is in the window.
