windows xp wont boot up

When I turn on my computer it goes to a screen that offers me the choices of
safe mode, command prompt etc. It suggests that I select command prompt and
then run scanreg. However I cant do it. I get several error messages:
error in c:/windows/himem.sys error in config.sys line 1
error in c;/windows/emm386.exe error in config.sys line 2
error corrupt or missing file c:/windows/himem.sys
error corrupt or missing file c:windows/dblbuff.sys
error corrupt or missing file c:/windows/IFSHLP.sys
command.com error also

During the boot keep tapping the F8 key. One of your options that will appear
will be to use your "most recent settings that worked". If this does not work
it may be time to boot with your XP disk in and reinstall.

You won't get those errors under XP. There isn't even a scanreg command.

That is a bootup sequence for Windows 9x (95/98/Me) and not Windows
XP.

One of several things appears to have happened:

1. The system boot files on your hard drive have been overwritten by
those from a 9x version of Windows.
2. You have a diskette with boot files on it in the drive.
3. You have a multi-boot system with both Windows 9x and Windows XP
installed and somehow things have gotten corrupted.
