I am having trouble with a dialup connection trying to
access HTTPS address's. When try to access the "page
cannot be displayed" is given. All other access is fine.

Windows firewall was running but have disabled. No other
firewall program is operating/installed

Checked nw firewall log and I can see that thses ICMP
packets are actually getting dropped. Have disabled the
firewall yet same problem occurs.

Have added this machine to a LAN and shared the internet
connection. Other machine can access HTTPS sites without a
problem via the LAN using the problem machine's dial up
connection.

Any ides's to what would be causing the packets to drop?

ICMP and also your use of the built-in firewall are not
involved in this. It is more likely something in how the
browser client on that one machine is configured.
