Windows XP will not shutdown,restart or log off

Hi, all
I am running Windows XP Proffesional. 1Ghz CPU, 384MB RAM. I have an ATI AGB
all wonder graphics card. When I try to shutdown, restart or log off the menu
pops up with options log off, restart, shutdown. When I choose one of the
options the menu disappears and it goes right back to the desktop. The only
way to shutdown,restart or log off is to manually power down. I made sure no
applications were running at the time. I am thinking its a program holding
it up but am not certain.
