Windows XP will not restart!! corrupt system32 file???

It wont let me start up in safe mode or anything. Just
says to re-install a copy of the file <Windows
root>\system32\hal.dll
I only received a Windows XP Recovery CD with the
purchase, so how do I just install one file without
restoring the whole system and losing all my digital pics
that I haven't burned to CD yet!!!??? Waaaaaaa!!! Help!
 
This guy answered it in another forum: It's your boot.ini file that is
corrupted. Here is his answer:
