Windows XP User Settings Missing

One of my user profiles has lost it's settings. I am able to logon with the
user name but none of my previous settings are available. It seems I'm left
with the factory default settings.

There is still a folder in "Documents and Settings" for this user account
with all of it's settings still intact. How can I restore the settings? And
how does this happen?
