Windows Xp user allowed to install programs.

How do you lock down a machine so that a user can not run
programs on a Windows XP Pro machine. There is no server
and it is a peer to peer network. I just do not want a
regular user to be allowed to install programs on it.
Does anyone have step by step instructions.
 
How do you do that? I want a user such as (Ex.lab) to
logon to the and not be able to install any programs from
cd or downloaded from the internet. Does anyone have any
step by step instructions? I am new in the field. Please
help.
