It's not available for retail purchase but only supplied to the
manufacturers of the Media Center PCs. It is also available as a download
on MSDN for Universal Subscribers (about $3000 per year) but on as a
developer license basis.

Greetings --

Windows Media Center Edition is not available for retail sale.
WinXP MCE is available *only* as a pre-installed OEM installation on
specifically designed PCs.

Media Center edition is supplied *only* through makers of appropriate
machines for supply with one. You cannot get it for other hardware, no
matter what that is.
