Well, you don't download any MS operating system (not legitimately anyway).
But, I assume you mean install it. Yes, you can install it as long as your
XP install is on a FAT32 formatted filing system. If not, then you would
need to have your hard drive with another partition setup as another primary
to install it. But in reality, if your PC came with XP on it, you may have a
hard time getting legacy drivers to work with 98 for your hardware.

Also keep in mind, if you do this, and stuff up your PC, your PC maker will
more than likely void the warranty because of that install.

It is difficult to install windows 98 on a systen alreay using windows xp.
You would need to dual boot your machine and that would require reformatting
your hard drive, installing windows 98 first then windows xp.
However have you tired installing the software that works on windows 98 onto
windows xp and then setting it to run in compatability mode?
Just install the software then right click on the program entry in the start
menu all programs and select properties. In the properties box click the
compatibility tab and then tick the Run this program in compatibility mode.
From the drop down box select windows 98 and then click Apply followed by OK
and see if it works. That is the normal way of getting round
incomatibilities.

First of all, to "download" means to transfer a program from a
server somewhere (usually on the internet) to your computer. You
can't legally download any version of Windows.

So I assume you don't mean "download," but "install."

Yes, you can install Windows 98 in a dual-boot configuration
alongside Windows XP. It's the harder way to do it--normally you
install the older operating system first, then the newer one--but
it's possible.

But a dual-boot situation is a complication that I would avoid if
possible, especially just for a single program. What is this
program? How do you know it's only compatible with Windows 98?
Most Windows 98 programs run fine under Windows XP.

Have you looked into getting an newer version of it, or an
alternative program which runs under Windows XP?
