Windows xp system restore

I have a bug in my system that wants me to buy virus protection, my wall
paper is blue and the antivirus company is always on the screen, my system
restore will not let me go back to a date before this virus appeared. I have
deleated it from all the locations but it won't go away. any advice,, Thanks

What is the viral protection on your system ?
