Windows XP System: "Help and Support" not responding

Wilma Jenkins

When clicking on "Help and Support", a little hourglass appears by the
cursor (as thought the program is loading) but nothing more happens.
(The hourglass does disappear after15 seconds.)

Also msinfo32 (when the command is typed into the "run" window) does
the same thing with the same result.

What could be the matter?
