Windows XP Startup Disk

Can someone help me create a Windows XP Startup Disk. I
can't get my conputer up and running and I can not find a
way to make an XP Startup disk. All the instructions are
for Win 98, 95, ME, etc.

You do not need it since all Windows XP CDs are bootable with all
necessary tools included.
What exactly is happening?
