Windows XP SP3 IE7 drop down address bar goes to non-ASCII charact

I am running Windows XP, SP3 with Internet Explorer 7 and when I click on the
drop down arrow in the address bar to view my list of recently visited
websites Internet Explorer hesitates for a moment and then displays a set of
non-ASCII characters in the address bar. What is going on and how do I fix
it. And answer in blonde please.

It seems that the language packs supporting the languages used on those web
sites are corrupted on your computer. You can check the Favorite Center,
which is the icon with a yellow star on the left of the IE toolbars, and
click on History there. Then you will see the links you have visited sorted
by date and site. See if the links to those web sites are displayed normally
there. If not, you can check the lanauge and region setting in the Control
Panel and make sure the specific languages used by those web sites are
installed and specified. You may need to reinstall them as appropriate. The
steps are:

Open Control Panel from the start menu.
If you can see the blue background, click on Switch to Classic View on the
top of the left pane.
Double click on the Regional and Language options.
Click on the second tab, Languages and tick both options in the supplemental
language support group. Confirm if you see a dialog box notifying you that
some lanauge files will be installed.
Click on the Advanced tab from the top and tick any possible language used
by those web site from the Codepage conversion tables box. If you know which
language is used on those web sites, you can also specify it in the Language
for non-unicode programs box.

Then click on OK to close all dialog boxes and wait for the installation of
files to be complete. You may need to have your Windows XP installation CD
for the installation.

Thanks for the info -- did check and everything there is OK, problem still not
fixed, any other ideas?
