Windows XP SP2 Firewall and FTP

I'm having a problem trying to access ftp sites on my PC.

I get the following error when trying to open the connection (using
DOS):
Connection closed by remote host.

If I disable my Windows Firewall, it connects through OK.
I have checked that FTP is enabled on the exception list on the
firewall.
I've also tried using SmartFTP. It is also on the exception list, but
I get the same problem.

I don't really want to turn off my firewall every time I need to FTP.
Does anyone know what else I can change to try to get this to work?
I'm pretty certain that this worked fine a few weeks ago, and I
haven't changed anything dramatic on my PC since then.

Perhaps the troubleshooting information in this article may help:

You may not be able to open a project when you try to connect to a remote Windows XP
Service Pack 2-based computer by using the AutoCAD FTP service

Here's how to correct the problem after opening Port 21 via the
SP2 firewall Exceptions tab:

1. Open Internet Explorer >Tools > Internet Options > Advanced tab

2. Uncheck the box: "Use passive FTP (for firewall & DSL modem capability)

Thanks for the suggestion Carey, but that hasn't made a difference.

Is there anywhere I can check to find out why the connection is being
closed? I can't see anything in the computer's Event Log.
