Windows XP Setup Hanging on New Hardrive

I'm setting up a new PC with a retail version of WinXP Home Upgrade. I have
a full licensed version of Win98SE that I'm using as my upgrade ability. I
get past the upgrade verification and always stall when the hard drive setup
is taking place. I partitioned and formatted with Western Digital software
just fine. Setup sees my partitions and when I select quick format it pops
up 20% and does not go any further. If I tell it to not format it gets to
"Checking Disk C:" and hangs. I ran diagnostics on the hard drive and it
passes with no errors. Please help.

Why use a hd utility to format?
Use the winxp installation disk, likely it will then succeed
BTW theres no need to install win98 prior to upgrade, just pop cd in when it
asks for qualifying product
 
Dump the Western Digital drive overlay program. You' don't need it. It will
only cause problems, as you have found out.

You have nothing on the hard drive - right? Fine! You are early enough in
the process to do the following.

1. Boot up with the Windows98 startup floppy.

2. At the command prompt type fdisk /mbr. This will clear out the drive
overlay program.

3. Reboot using the floppy.

4. Put the Windows XP CD in the tray. Remove the floppy.

5. Reboot using the Windows XP CD and install the operating system!

I have not tried Richards approach yet and I'm not sure I have too. I put
the hard drive in another machine and I loaded XP on it fine. I then
switched the hard drive back and it will not load in safe or any other mode.
I think I have a IDE controller driver issue with XP and my new mother board.
I tried the XP recovery console and it hangs after asking for administrator
password. The hard drive seems fine, but in my new machine XP doesn't seem
to like it.

Any ideas?

When I tried to make a 98 boot disk I get the following error

"The EBD directory does not exist
Change to the WINDOWS\COMMAND directory and try again"

I'm in the correct directory and smartdrv.exe runs fine.

Please help.
