Windows XP - Setting up a dial up connection

I recently upgraded a home machine from Windows 2000 to Windows XP and
attempted to set up a dial up connection using the wizard. In doing so I am
allowed to choose the Connect to the Internet option followed by the Set up
my connection manually option and then on the next field the Connect using a
dial-up modem and Connect using a broadband connection that requires a user
name and password fields are grayed out/inaccessible. I then checked the
Services in Computer Manmagement and found that Remote Access Connection
Manager had not been started. I attempted to start the service and received
a permissions error saying I did not have the authority to start the service.
However, I am the only administrator on the machine. Any
ideas/recommendation on how to resolve the issue?
 
Hi Joe
Make sure Your Broadband Modem have the latest Drivers for XP, If not
contact your Modem supplier and get the latest drivers from them.

Also make sure your "Remote Access Connection Manager" is started with the
local system account.

Than k you for your reply. I will certainly check the drivers.
However it is on a dial up modem and the modem appears to be working as
required. I tested the device last night via a ping /loopback, and am also
able to send faxes from my computer. A bit odd if you are asking me. AT
this point I am going to uninstall/reinstall the modem and see if that helps
at all. In regards to the "Remote Access Connection Manager" I will
certainly look into it again. Interestingly enough though I logged into the
machine using the local admin account last night and continued to receive the
same permissions error/issue. The thing is driving me nuts.
