I am running Windows XP SP2. The help and support service is missing. It is
not included in the list of services. I cannot execute help and support,
msinfo32, or msconfig. Is there a way to restore a service?

Go to Start > Run and type: MSCONFIG , and hit enter.
Under the General tab, check "Normal Startup - load all device drivers and services",
click "apply" and reboot.

The Service itself is not listed when you run Services.Msc ? or
is not running (Started) ? Have you done a search for both of
the executables msinfo32 and msconfig ? They are WFP files
and shouldn't be missing. From your description it sounds the
affects of malicious software on your machine. If you boot to
Safe Mode, do you have access to them ?
