Windows XP Routing

I have difficulty with routing. Here is my tables and ipconfig. My problem lies with the 196.38.100.* address. I cannot ping the gateway on that addres. The gateway is 196.38.100.33. It works on all my other pc's.
 
do this pc have the same DNS and gateway setting as the working PCs?
