Windows XP Restore

I want to do a complete rewrite on my hard drive, but I
don't have the Windows XP as my computer did not come
with one. I try to do the restore and it goest through
everything, restarts and then says it can't get that
point again. It does it with all points and I don't have
a start up point at the very beginning so I can go to my
original starting point. Is there a way that I can get a
Windows CD without having to pay for it since I have an
OEM version already installed?

Some computers do not come with CDs.
In that case there should be a partition on the hard drive for that
purpose.
Check your manual and/or contact the manufacturer for details.
In these cases you can normally get the CD from the manufacturer for a
small price.
Perhaps your computer has an option to make the CD.
You should get it one way or the other because sooner or later you
will need the CD.
Since it is OEM Microsoft can not help you with a CD.

It sounds like you are attempting system Restore and the Restore
Points are corrupted.
Turn off/on System Restore to delete corrupted files:
Start/All Programs/Accessories/System Tools/System Restore.
Click System Restore Settings on left side.
Check "Turn off System Restore", click OK, follow prompts and reboot.
This deletes ALL Restore Points including corruption.
Then go back and turn on system Restore and create a Restore Point.
