windows xp restarts just before welcome screen

hello.

when i try loading windows xp on my other computer, it
goes through everything, then the black screen where it
says windows home edition with the green bars going across
the screen, then just before loading to the welcome screen
it restarts.

i cannot load up in safe mode and i have tried setting to
last known configuration but that doesnt work.

i have once managed to get it up to the welcome screen and
select a user, i log on as administrator or steve (my dad)
and then it starts to load up and says something or other
and click no to use system restore, i clicked no, it said
it failed then went black, with safe mode in each 4
corners, and the o/s version in the top middle.

i have no idea what to do to load it up or what is wrong
with it, i assume its a virus?

please help if anyone can.

This may be cause by a conflicting device using the same IRQ or may be
driver conflict. If you installed any hardware device (Modem, Network Card,
CD,,,,) you will need to disconnect the device and start your computer. If
any driver for that device is conflicting, taking out the device will let
you go thru the start up. If you updated any device with new driver you will
have to rollback the driver to the original state.(previous driver)

try virus scanning
 
i cannot do a virus scan because i cannot load up windows
to do so.
