Windows XP requirements

These are the minimums as well as Microsoft recommended:
http://www.microsoft.com/windowsxp/pro/evaluation/sysreqs.mspx
However depending on your actual use, 512 mb RAM or more may be desired.
Minimum of about 5 gb hard drive just for Windows, more if you will save
data, install programs etc on the same drive.
500 MHz is really closer to the practical minimum for speed.

I wonder if anyone at Microsoft has ever seriously attempted to
actually use a computer with these minimum specs?

Sure they are.
The computer Microsoft installed Windows XP Gold on when originally released
finished installing and booting up last week.
The next 6 months are dedicated to installing Flight Simulator 98.
