Windows XP Repair-Can't use F8 key to agree

I am trying to repair my installation of WinXP Pro. However, during the
initial installation process, I am asked to press the F8 key to agree to
Microsoft's EULA. For some reason unknown to me, my F8 key will not work in
this step and I have to press Escape to get out. I normally can use F8 to
boot into Safe Mode. Any ideas as to what is going on here and how I can
resolve this problem? Thanks.

You've probably got one of those keyboards that has the F-Lock
"feature". You need to toggle the F-Lock feature so you can press F8.
If that isn't your issue, attach a different keyboard for the install.
