Windows XP reboots instead of shutting down

Every other time I try to shutdown Windows XP reboots my
machine instead of shutting down.
I have went into safe mode and and rebooted and shut down
several times trying to clear the problem as well as
running defrag and uninstalling all the wired stuff. The
problem still exists. Any suggestions?
