Windows XP Professional: HAL.DLL corrupt or missing

Hello,
I am currently experiencing an error when I attempt to
start my notebook. I am currently on Windows XP
professional. I recieve the following message.

'Windows could not start because the following file is
missing or corrupt
{Windows Root}\system32\hal.dll
Please re-install a copy of the above file'

I have attempted to re-insert my install disk at this
time, but nothing seems to happen. Has anyone come
across this issue before? If so, could you provide me
with a solution? Thanks in advance.

I am currently experiencing an error when I attempt to

Something has damaged the c:\boot.ini file so that the boot is looking
in the wrong place for the windows folder in order to load the system
files. Hal.dll happens to be the first file looked for.

Set your BIOS settings to boot CD before Hard disk, Boot the XP CD
and, instead of Setup, take the immediate R for Repair. Assume any
password requested is blank, and TAB over. Give

BootCfg /Rebuild
