Windows XP Professional does not shut down

I cannot shut down or restart Windows XP Professional.
After it saves settings it hangs on the screen "Windows
is shutting down." Eventually the hard disk stops and it
just sits there. When I manually power it off and back
on, ocassionally I need to "Restore active desktop" but
usually it starts up just fine.

How can I determine what is hanging the system? I really
don't want to go through the trial and error of rolling
back software changes.
