Network connections (new connection wizard) Lock up in
"connect using broadband connection that is always on". Can
not make the change to "use dial up connection". This
option is greyed out.

The first of these is common:

You Cannot Create a Network Connection After You Restore Windows XP

and the fix is to re-install SP1.
