Windows XP Pro Won't Load (Intermittent)

I am running Windows Professional XP Version 2002 Service Pack 2

I have a custom PC. Windows XP was recently reinstalled. I now have a
problem which occurred before, but, not so much.
Bios displays and Windows Starts to load (initial Windows XP with band
moving back and forth) then black screen and nothing. This is not all the
time but most after long shut down. I then stop PC (hold power button) and
then restart with power button. In most cases it starts up as above except
for a long black screen with white print:
"We apologize for the inconvenience, but Windows did not start
successfully. A recent hardware or software change might have caused this."
(I have removed the external hard drive and one of my anti-spyware (Trend
Micro) with no change) (I have AVG antivirus, Spybot and Adaware Antispyware
which I leave in through all this) I have done a defrag and check disk, but
no improvement. Then it offers two options: "Last Known Good Configuration
(your most recent settings that worked) or Start Windows Normally" (which is
usually highlighted), etc. If I let it count down on "Start Windows
Normally" it goes through and starts okay. Then, in most cases, I can shut
down right away and restart and it starts up okay. If I use PC for a while
and shut down I will have the same startup problem after a longer time off.
I have several peripherals: printer, scanner, external hard drive, cable
modem, speakers, etc. This does not happen all the time, but, frequently.
I can use my PC just fine after it decides to start up fully, but, it
is such a pain. Any ideas? Thanks very much.

This is usually hardware failure and from your description, the power
supply would be my first suspect. See this link for details:
