The following excerpts came from Dell Forum: You can change the boot order
in BIOS so that your CD-ROM drive is the first boot device. Restart with the
XP Reinstallation CD in the drive and follow the instructions here. Delete
your C:\ partition at step #5 and create a new C:\ from the resulting
partitioned space. Format it with NTFS (Quick Format) and let the
installation finish.
Install your drivers next, followed by the applications you wish to keep on
the system. If you click the Solutions tab above this forum, then the
Reinstall Guide link at the top of the next window that opens you will see
links to instructions for all the steps required.

Determine if You have a Bootable or Non-Bootable Hard Drive
To start the installation of Windows XP determine if your hard drive is
bootable or non-bootable:
a.. A bootable hard drive has an existing operating system and will boot
to it.
The majority of the hard drives will be bootable.
If your hard drive is bootable, proceed to the Begin the Bootable Hard
Drive Setup Process for Windows XP section.
b.. A non-bootable hard drive will be blank and unpartitioned, sometimes
displaying the message "Operating System not found."
If your hard drive is non-bootable, proceed to the Begin the
Non-Bootable Hard Drive Setup Process for Windows XP secttion.
