Windows XP Pro: Question about WebFldrs XP?

In my Add/Remove Programs in Windows XP Pro there is an entry called
"WebFldrs XP". It does not have any Remove button next to it. No size
is mentioned for it. There is only a "used rarely" in front of it.

What is WebFldrs? Is it needed or can it be safely removed? Why does
it not have a Remove button next to it?

Thanks! I did read it earlier but I wasn't sure whether I should
uninstall. Looks like it is ok to do either.
