windows xp pro IE won't connect to the internet.

I have a compaq, 3years old, its running a cable modem from Rogers cable company. The connection say I have a connnection but can't get connected with IE. There is an winsoc error that pops up and says it might be something wrong with the profile on the pc. I have tried to restore the system from backup with no help. I rebooted and was going to boot off the cdrom but post is not picking up the cdrom anymore and no lights on the cdrom. I will figure it out in time, but any insight would help
